Oil Pollution Prevention

     TechLaw has considerable experience with technical support for activities related to implementation and enforcement of EPA Oil Pollution and Prevention (OPP) regulations promulgated under the authority of CWA and OPA. The support has included a wide range of activities such as technical reviews of plans, prior site reconnaissance, field inspections (both announced and unannounced), use of plan reviews and inspection checklists, maintenance of database information, mailings, outreach activities, and preparation of draft narrative reports.

Projects

Plan Reviews and Inspections

TechLaw conducted reconnaissance to identify facilities subject to the OPP regulations to prioritize actions at facilities considered high risk and potential violators of SPCC requirements. More than 150 facilities were identified in the Dallas-Forth Worth area.
TechLaw also conducted full SPCC inspections at regulated facilities for compliance with the OPP requirements and the facility SPCC plan. TechLaw staff conducted technical review of SPCC plans prior to inspections and then evaluated compliance through field inspections of the facilities. TechLaw staff also reviewed FRPs for Significant and Substantial Harm criteria. TechLaw staff provided responses to facility personnel questions related to FRP plans and response activities.

Outreach Services

TechLaw supports a wide variety of assistance workshops and community outreach activities. Such activities include: facilitation of industry conferences; compliance brochures and fact sheets; and compliance assistance seminars and training classes. TechLaw coordinates, participates and facilitates community action board meetings, public meetings, and community relations.

 

Spill Response
TechLaw provided assistance at over 30 oil-related spills throughout the Southwest. One such response involved a tractor-trailer carrying diesel fuel that crashed on an interstate bridge and discharged approximately 5,000 gallons of diesel into a bayou whose eastern arm flows into the Arkansas River. Another incident involved 28,000 gallons of fuel oil spilled at an auto manufacturer in Arlington, Texas. TechLaw personnel worked with local officials, assessed the impacted area, and assisted in booming operations and cleanup, including cleanup of impacted wildlife.
Plan Development
TechLaw prepared SWPPPs and SPCCs for a nationwide electronics manufacturer throughout the southern and central portions of the country. TechLaw also provided support at more than 15 military installations throughout the Northeast U.S., and conducted over 100 updates to SPCC plans at petroleum storage and production facilities. As follow-on to an SPCC inspection conducted on a Texas electric cooperative, TechLaw staff wrote an SPCC Plan addressing the control of spills or releases from fuel storage tanks (including a used motor oil tank), a neutralization tank, and a drum storage area.
