Patricia Derocher is Chief Operating Officer of TechLaw Consultants, Inc., TechLaw’s parent company. She has overall operating responsibility for TechLaw, coordinating and overseeing the company’s finances and human resources and providing corporate guidance and business strategy. A chemist with more than 30 years of environmental consulting and contract management experience, she has wide-ranging technical expertise involving U.S. EPA Superfund and hazardous waste site operations, regulatory strategy and investigation, and remediation management, as well as training of federal and state regulators. She is also responsible for the operations of AlterEcho and TLI Solutions, sister divisions of TechLaw Consultants. She also serves on the TechLaw Consultants Board of Directors.
Judy Manley is Executive Vice President and Director of Proposals and Contracting for TechLaw Consultants, as well as the Secretary of the Board of Directors. She helps manage the company’s daily operations, coordinating new business and contracting opportunities, overseeing professional and support staff, and managing proposal efforts. She also serves as the company’s Contracts Administrator, with oversight of federal, state, local contracts with multiple regulatory agencies. She has more than 30 years of environmental management consulting experience, with particular expertise in Potentially Responsible Party (PRP) investigations.
Rob Young is Executive Vice President of TechLaw. He leads the company’s technical operations, overseeing contract performance, personnel development, and bid and proposal opportunities. He is a Professional Geologist and hydrogeologist with more than 30 years of environmental and management consulting experience, primarily in support of U.S. EPA. He is well versed in federal and state regulations pertaining to solid and hazardous waste locations throughout the country—from former military bases to federal Superfund sites. He is an expert in groundwater monitoring, particularly as it relates to permitting and site remediation.
Dave DiCesare is Senior Vice President of TechLaw, overseeing several of the company’s federal and state contracts, providing operational, financial and technical oversight for a wide range of projects and personnel. He is a Professional Engineer with more than 20 years of expertise in program/project management under CERCLA and RCRA, addressing a wide variety of HTRW and munitions-related concerns. He has managed programs/projects supporting the US Army Corps of Engineers, U.S. EPA, state environmental agencies and private sector clients.
